At the start of Phantom Liberty, you can start a fight at the gate. Once enough time has passed, a huge wave of reinforcements arrive consisting of at least 8 special soldiers and 2 mechs, all of them have three health bars and incredible amounts of health and damage reduction. I was level 37 and the mechs had maybe 10k hp? Not sure if they scale or spawn at level 60.
The soldiers are super heavy armored and dont flinch when shot either, and a lot of them have HMGs. I was shooting the soldiers with O’Five which does 600+ damage with 50% armor penetration and i was doing less than 300 damage per shot maybe.
Edit : The reinforcements also included at least two netrunners.

Yeah I’ve wasted everyone on both sides of Dogtown just to see what happens, a shame you can’t actually get in by doing that
