I just found out this place, and there are two joy toys and they cost 3000 eddies! Man they're not cheap like the ones in jig-jig street.
But I think the female ones is made well and worth it, by the way there is someone who knows since when this place exists? I think they just add it to the game or something

You find it late into the Kerry quest line you can make use of it almost immediately after you finish the quest without leaving the area
It’s always been in the game. Have you never finished Kerry’s questline?
Kerry’s mission unlocks it, unless you climb up there like I did
It has always existed, but it isn’t unlocked right away

As someone who completed Every questline, side gig, and most of the randomness in Night City for more gameplay Night City drives.
Yes, this has been in the game, however I will admit I didn’t know it was always open.
(haven’t played the DLC yet (had to update Graphics Card for the best experience and now Power Supply))
