I don’t want to spoil your fun, but on 23H2 even the old 13600K was ahead of 9700X/9950X in gaming performance – particularly in the CPU demanding scenes in modern games.

I have seen conflicting comments with 0 sources cited indicating that this change could or could not affect Windows 10. Some say it was never an issue for Win 10, some say it was, some say you just run whatever as Admin and it doesn’t have the issue.
I have tried Googling but Google fucking sucks now and I cannot find the answer myself.
Does anyone have a Microsoft post or an article about a Microsoft post talking about this update and whether it benefits Windows 10 users or just Windows 11? Or anything that would confirm what I’m trying to find out?
