So I did the Black Sapphire mission in PL and encountered all the bad guys in the Judy side quest, including Maiko. And they were making borderline scumbag deals with some other guests. What I don’t get is which nation is this military personnel looking guy supposed to be from

Based on the red star, I would think Russian/Soviet. Been a bit since I played through it, but isn’t it told to us that he has ties to them?

I vaguely remember someone mentioning that SovOil representatives were at the party or at least that Hansen has connections to SovOil, but for the life of me I cannot remember if Reed, So-Mi, Hansen, or V said that, if this was on a completely different gig, if it was on a shard or if I am Mandela-effect-ing myself right now.

The USSR, it still exists in the world of Cyberpunk.
There are a couple of gigs involving them in Watson and you can meet their representatives during the Heist, if not dead from one of the aforementioned Watson gigs.

The original Cyberpunk board game which Cyberpunk 2077 is cannonically based of was released in 1988. Meanwhile soviet union collapsed in 1991. That’s why soviet union still exists in Cyberpunk universe.
