Just finished "Dream on" with Jefferson, to notice Mr Blue eyes watching us from the balcony nearby. Follow up with date night straight after I walk away… Judy's eyes are glowing!
Now knowing he's able to mess with people's heads, is it far fetched to assume he's trying to scare me by messing with people close to me?! Is that something this game would do?!

Nope she’s been taken by the AI. The Judy you loved is long gone, now an AI walks around in her husk.
Other people’s eyes light up when they are on a holocall. Did you recently call for the hangout? It may have glitched as her still in the call.

Just a glitch, all npcs can do the blue or orangish-red eyes depending on the type of transmission they are making. If I remember correctly, blue means transactions and orange means comms
