your cpu score is about 2500 behind my 7950x3d. looking at your chart it looks like either the settings or your cooler is unable to keep it above 5.0ghz.
my ccd0 averages 5.15-5.2 and ccd1 is set to 5.3 to prevent clock stretching.
Uninstall AMD chipset driver with revo, reinstall newest. If that doesn’t work, fresh windows install
Try tweaking your mems at 6000mts and cl28 latencies. 3dmark timespy is very sensitive to memory speed , and so on dual ccd cpus
Your GPU score looks low mine is over 21k with combined score of 18300 with a 5800x3d I’m on water so that may account for your GPU score
It’s really odd to see two peaks on a graph like this – normally you’d expect to see a single peak in a normal distribution. I wonder if the dual peaks represent people who have core parking working correctly, and those who don’t.

Try checking “max CPU state” in control panel under advanced powerplan settings.
If the cou STILL uses only 75# power try tweaking it in bios and other stuff, also turn off the setting that allows ur CPU to go under the max clock speed. If it all doesn’t work you can delete the driver that manages the clock speed but this is your last resort.
Worked for me but mind that I’m using Intel, and it’s a 15 year old chip
Let me ask are you using 4 sticks of ram? Or 2? I say this because amd doesn’t like 4 sticks. Amd likes 6000 mhz and 2 sticks or else you could get an under performing cpu. Just saying.
hot temperatures / low boost, VBS and HVCI on, bad memory timings if you didn’t tune them and some core configurations work better than others (especially on 2ccd x3d).
