Since Task Manager shows utilization instead of usage, it actually can go above 100 %. But Task Manager should cap it at 100 %, so there’s a bug (unless you did some modification).
That’s why you can get 100 % utilization even if not all cores are maxed. You can see the uncapped utilization e.g. via HWiNFO, e.g. P-cores on my 12900K goes up to 153 % and E-cores up to 120 %.
