Changes are that this is just another NPC but the hairstyle and side profile reminds me a lot of Meredith Stout.
Is there any lore that places Meredith at Arasaka and spying there?

This is just a generic character model. However, I shall make it my head canon from now on.
No chance in hell a prominent Militech exec would just put on a wig and walk into Arasaka HQ with everyone watching.
