Not a power user by any means, so apologies if this breaks any rules. My prebuilt PC is freezing for a fraction of a second about every 30 seconds despite hitting the refresh rate limit otherwise. I experience this in VR (HTC Vive pro 2 90hz) on demanding games (Assetto Corsa Competizione) and on a 1080p 144hz monitor with lighter games (The Finals, Borderlands 3). The stutters are not game-breaking but I am disappointed to experience this on such a powerful system.
Could you help me find the cause of these microstutters? Thanks!

Other facts:
- I am connected to a stable power supply (1500VA pure sine wave UPS).
- Ultra performance power setting, 100% min/max processor state, latest Nvidia drivers
- uninstalled Geforce Experience
- disabled Game Mode- Nvidia low latency set to OFF in Nvidia control panel
- Corsair supplied 1000W power cable

- is it a faulty power cable? (looking at the dips in 16 pin power)
- unstable RAM?
- I have heard that this could be due to having a low graphical demand (cpu-bound, high game framerates being limited by display, and the engine somehow
- does this have anything to do with e-cores or c-states?
- is this a thermal throttling issue?
- is my power supply somehow still unstable?
What are ways to go around this?
- disable in-game frame rate limits?
- disable e-cores or c-states?
- undervolting cpu?
- is it worth to play around with speedshift and speedstep?

I have the same issue, but some games do not stutter.
I suppose you checked your tenps of both cpu and gpu. They could be throttling, giving you stutter.
My strix 4090 gets 77 degrees, which is fine, but the hotspot goes to 96 degrees, which is way too hot.
Do you have BF2042? That game is demanding at 4k maxed out. I got zero stutters in that game, but palword, scum and snowrunner all stutter. I have given up and concluded my system is fine. The games are the problem.
