This looks like a jumper, but there’s a bug in the game that kills NPCs at random. I was sneaking around and killing Tiger Claws one by one last night for a mission, and as I was approaching one of them to snap their neck, they just collapsed and died. Another time last night, I was running to a mission because it was close enough to run to. And on the way, I saw and heard 2 NPCs collapse and let out a death grunt. Not at the same time. One died when I was about 20 seconds into running. And the 2nd happened after I stopped sprinting. This happens all the time in my playthroughs.
