It’s very possible that the writing is already done. Writing is often done much earlier in development, as the actual programming and dev work takes more time and even relies on the writing being done.
Not saying there aren’t dev troubles, as there just hasn’t been a lot of information, but this bit of news with no context could be a nothing burger.

I’m not gonna lie, I’ll be shocked if this game comes out at all. The initial teaser is more of a moving mood board than anything tangible, and it’s been almost three years of radio silence since.

I honestly have no hope for this game if David Cage is involved at all. Not only for being an abusive boss, but making some terribly written games. Not talking about Fahrenheit, Omikron, or Beyond…even his best written stuff in Heavy Rain and Detroit is some CW level drivel writing.
The jesus robot that makes the perfect work of art, can just touch other robots to change the nature of their coding with no actual explanation why? Cage lying pre-release saying its not just a Civil Rights analogy…then has straight MLK and Malcolm X quotes. The heavy handed and in your face “Abuse” from the dude that owns the girl and child robots that felt like his experience with actual abuse was 90s sitcoms. My favorite part of the game was Hank and Conner, and even that ended with the terrible “No Im the good one, No I’m the good one” cliché.
I love the graphics, and style of these games, the game even has some fantastic scenes. Crawling out of the android dumping ground was haunting. I want the developers to keep developing…I just want the story people and Cage to be gone.

I’m iffy on Quantic. I only really liked Detroit, easily thier best game.
Indigo Prophecy started out interesting but just goes off the rails dumb once the mystery disolves.
Heavy Rain is okay, but the dad is a complete moron idiot and the twist is a tad silly.
Beyond had some great star power but it just never grabbed me, and tbh I couldn’t tell you why.
