It’s not a bug, it happens at times. You can nade it from the sides to get it down.

That one you won’t be getting down, you’d have to throw grenades at it from the other side so it gets to the edge and falls down, but due to the roof being flat, you wouldn’t be able to see where the grenade lands so it would be nearly impossible to do it with just a few nades.
