Could be (in order of likeliness):
1. Crappy mouse
2. Sensitivity too high
3. Another mouse connected
4. Parkinson’s
5. Something else connected that’s acting as a mouse, like an Xbox controller with external software??

IMO a grain of dust is likely too close to the “glass” that covers the led. When moving your mouse, sometimes this grain probably moves as well and deflects the light signal just enough to make your mouse moving like in the picture.
