It might be just a different build of the map. Idk
Maybe we have moveable power? Like two locations and it can spawn at either one?
Might be pointing to a different objective once the power is on. Maybe it directs you to the PAP machine?
Terminus doesnt have a central power switch according to some youtubers who got to play it, theres 3 generators to turn on. Its likely the arrows switch to point towards the nearest or “next” generator as intended by the devs.

There’s generators. You can see some of them in the trailer. There’s one right outside spawn, one in the underground area (at least I think it’s underground. I’m trying not to watch much of the gameplay so I go in blind), and I think there’s a couple outside.
