You’re basically thermal throttling at 170W package power, so yes – way too hot. Just for reference, with a 360mm AIO and 14900k, you should be able to push around 300W before thermal throttling at 100c becomes a concern.
Check your AIO mount, as there’s something clearly wrong.

Thermal throttling at 170w on 360 aio, usually means bad mount / bad thermal paste application.
Recheck that, also limit PL1/PL2 and undervolt
