Return it, and make a claim on ebay.

Bend the bracket back into place gently (they’re easy to bend).
Then put the card into your PC to see if it works ( very likely to).
Assuming it works, remove it then clean it to your liking.
Cleaning it is not going to void your potential Paypal claim in the unlikely event it doesn’t work.
That is a good budget card even though it’s 8 years since it launched, and you probably got a good price on Ebay.
I’d be looking to dismantle it, clean it properly inside, re-paste and re-pad the chips and get even better performance and lifespan out of it.
Don’t do that unless you watch a lot of tutorials, get all the right stuff to complete the job, and feel fairly confident you can do it without messing up.
You can learn to do it though. Everyone starts somewhere with those things.

PCBs can bend. Just bend the PCI *bracket* back, install it, **and see if it works**. Takes 5 minutes.

I’d be returning that, even if it runs fine now the memory / core solder balls could start pulling away from the PCB eventually with the warpage and high heat. It’s what causes graphics artifacts and eventual dead gpus a lot of the time and why anti sag brackets are more common nowadays. Had a Titan RTX that suffered it, cost a lot to get it fixed.

eBay has a return policy where you get your money back I think, return that crap. Seller needs to do better. Like what the hell you can buy Styrofoam peanuts, pack it in the nuts, stuff it into a box to stop it from wiggling around during shipping then pack more nuts into a bigger box, to stop the little box from juggling around. Then send it.
