Im using the stock turbo boost to 5.1 ghz and no further OC. While playing Warhammer 3 Total War I've noticed some extra heat coming out of my case so I monitored my temps via HWinfo. After like an hour of gaming the average temps for CPU cores were around 60 Degrees celcius, however some cores reached 95 ish degress and there was instances of thermal throttling.
After this I also ran an AVX stress test on XTU and thermal throttled a couple times as well.
Are these values normal in your opinion?
The results after an hour:

Yes normal, depending on your cooling
Not normal! There is something wrong with your cooling. Make sure the pump is running at 100%, and that the fans spin up when your CPU temps increase. If that doesn’t help, remount the cooler using a high quality thermal paste and make sure you get proper mounting pressure on it.
If only a few cores are hitting that temp my guess is the aio cold plate is not contacting the IHS properly I would repast and mount the cooler Again
Your fans aren’t ramping up with the higher temps. You need to adjust your fan curves
