The cooler came with pre applied paste. I may have touched it a bit but nowhere enough to get of that much.

So clean it up with isopropyl alcohol and reapply some good paste. When screwing the cornes, do it in a diagonal pattern without tightening completely at ounce so the pressure is applied more evenly. Should go over every screw at least 3 times to tighten slowly evenly. Think half turn per screw after its thread is started in each corner.

That is what happens if you install the CPU cooler and don’t check stresstest temps. You WILL mess up the mounting or paste at some point, and this will just get worse over time. So you should check these things right after doing it, and not only after a year of issues.

Can anyone remember IC Diamond thermal paste? It was the shit and everyone recommended it but then someone discovered that the diamond paste would attack and degrade the HIS.
This was around 2010 IIRC, this post reminded me of that
