Nvidia themselves announced that they will not lower prices on GPUs, they will release new models they intend to replace those GPUs and price them accordingly.
This is what they did with the recent release of Super models. For example, The 4080 Super was priced and designed as a replacement for the 4080, and they just left the 4080 as is.

RTX 4070S performs similar to RTX 3090. It also has similar price to used 3090. RTX 5070 probably will be something beetween 4080S and 4090. So you can simply buy new 5070 instead of used 4090
