Good. I am personally of the opinion that nothing autonomous should ever be given weaponry. Drones and other remotely controlled robots, sure. But at no point should control of a trigger ever be given over to an algorithm. A person should have to pull the trigger, period.
Yes, it’s hard for one human to take another human’s life. That’s actually a good thing. It should never be automated.

Yes… let’s have enemies of the state shoot our children instead of robots.
But title is misleading… the US seeks to outlaw autonomous kill bots, which should never be a thing.

Given that this is in Massachusetts, this is a serious idea, as there are multiple major robotics companies headquartered here including Boston Dynamics and iRobot, amongst others.
Admittedly the “except for military use” severely limits the utility of this, but hell, I’ll take no RoboCop any day.
