I may have read something different, but I’m pretty sure this was Red Cross asking game companies to stop having their heroes commit war crimes and frame them as either “cool” or “necessary for the cause”. (Which is whatever, but I get why a humanitarian organization might do some hand-wringing about it)
They were not asking to prosecute gamers lol that might just be clickbait

Pretty sure the big leagues would be Spec Ops: The Line. A game where you literally play a guy who is hallucinating due to his PTSD and commits a whole bunch of war crimes. Or Civilisation where you can just casually nuke and/or bomb cities into rubble to kill the population.
