A ryzen 5800x3d will net you 15-20% more gaming performance at 1080p and if you go for a newer GPU in a while you’ll also notice a huge boost to performance.
What you have now is still a very nice 1080p gaming machine.

150 USD is most likely the cost of the cooler + case so i will say yes it is a very good deal IF it works. As a CPU AMD or Intel will cost over 100 USD by itself and 4 sticks of RAM will be around 80 USD for the lowest price of DDR4 more if it is DDR5. Etc. if you part out the computer and sell it in pieces you will get around 300ish USD at minimum assuming low end parts which it most likely doesn’t have low end but mid or high end parts.
