Most black anodizing pigments do this in UV.
I actually really like this but anyway it might be certain LEDs that use UV

Since it’s only happening to one heatsink I think it must have been a defect in the anodization process.
Honestly I’d be more worried bout the cpu cables they look heat warped? and look to be bending out of place/socket from here.
