Delete the settings file and verify game files. Dont boot in safe mode

Update BIOS; turn off SAM, turn off TPM, delete documents cod folder, update chipset drivers and run it again.
If nothing works, reset windows a fresh copy so no garbage inside, it will work a charm.
Disable OC if you have it.
Do you have an i9 by any chance? Lol. Definitely remove any OC.
