Hello. I have a 12700k with an Asus Tuf z690 d4 motherboard and a 360mm h150i xt cooler. This article https://www.techpowerup.com/review/intel-core-i7-12700k-alder-lake-12th-gen/20.html says that in stress tests their 12700k uses upward of 350 watts when OC'd (mine is OC'd to 5.2 Ghz). However, I can't get mine to go past 250ish watts in stress tests. Can someone explain how theirs used a way higher wattage than mine?

That is 374 watts for the whole system, while running an AVX2 workload.
The actual power consumption of the CPU itself is around 250 watts. The motherboard VRM loss, PSU loss, power for the fans, motherboard, RAM, GPU, should all total to around 100-125 watts.
