Are you sure your windows image is any good?
Gotta say those 2 very bright blue lights on gpu is leading me to believe it probably doesn’t have enough power.
Try putting 2nd ram stick in your primary socket alone and see if it boots. Looks like bad ram.
It’s most likely the image that you’re trying to boot to — could be your boot settings as well though. Navigate to BIOS and find your boot settings. Make sure UEFI/Secure boot are enabled. If same results try reconfiguring the image on the flash drive with Microsoft’s media creation tool. Good luck, happy 4th
Check GPU power connectors, theres definitely a light on it it seems

Try without the GPU installed, update bios, re-seat ram, try one ram stick at a time if there’s more than one, try lowering the RAM freq to like 2333 or as low as possible
Make sure the drive controller is set to AHCI and not RAID.
Use Rufus to create your install USB, ensure secure boot is off and you boot UEFI by default.
If you’re installing from a usb, try going into the bios, and force it to boot from the hdd instead of usb?
i had a similar problem with an msi mobo, technician said he updated bios
also try making the usb image again, use the oficial windows tool

After the initial install part remove the install USB or it will get stuck in a loop.
Sometimes you gotta remove the usb drive when installing windows. You’ll see a timer that says the of is gonna restart. Take the usb drive out before that timer ends and it should install properly.
Something is fucky in your SSD/HDD. Get to your BIOS and format your storage, then re-install. If that doesn’t work, I still think that’d be the problem and use an old HDD and see if you can boot it up.
The attempts at troubleshooting from this sub always make me laugh
F12 on startup, select your install usb. Install windows.
If your usb is not first in the boot order, you can leave it plugged in, otherwise remove it after the first boot.
I have the Asus Tuf Gaming Plus Wifi board and it took me forever to find a post that said to disable Bluetooth and Wi-Fi in the BIOS and then Windows would install, and it did. If these are options for you, maybe try that? If not, wishing you much luck!!

blinking underscore means that it is looking for bootable material. Either your MBR/Windows is corrupted or something else is interfering with the boot sequence, try removing everything else and connect only your TV and check.

def booting from a bad drive i think. take out the drive its booting too and try another drive should work
I had an ssd fail that caused this issue, wasn’t even my boot drive.
Maybe try removing your GPU and use only the CPU’S internal graphics
If ya haven’t figured it out I’ll be a little more reinforcement. As others have (mostly) said.
Make sure your USB with the Windows image is good (make it on a known working machine).
Make sure you are booting to the USB drive, you need to go into your bios by spamming whatever key the manufacturer set for it and switch the boot priority (might be named slightly different) so the USB drive is the first in the list. Also make sure to remove the USB after the install after shutdown, before starting it back up.
If that fails you can try to reset by removing and putting back the flat battery on the motherboard while the PC is unplugged. Then repeat above.
After that it might be a hardware issue.
