So I have a decent system runs most games on medium to high settings and I used to play cod warzone all the time on ps4 it ran great but ever since I switched to pc I haven't been able to play because of how terrible it runs even on the lowest settings never had this issue on any other games

Try re-intalling shaders, restart game and it should e good
drivers up to date? try restarting shader optimization under graphics settings.
Get an ssd
You’re bottlenecked with some hardware. DDR3 RAM is incredibly slow now, even if your CPU is capable of keeping up with the 2060 Super. And the fact that you installed your game on an HDD doesn’t help either. That just makes things load super slow.
You need a new cpu and ddr4
