Would he be able to handle most crimes? probably.
would he be able stop V from committing crimes? hell no. V is just built different, She probably has genetic modification and nanotech on top of all the cyberware.(which is my theory of why V hasn’t gone cyberpsycho)
If 3 MaxTac squads can’t, batman can’t either. Some likely scenarios are:
-batmobile gets hacked and self destructs, he dies.
-gets out of the car and immediately gets greeted by a M2067 defender and turns into swiss cheese, dies.
-gets out of the car and dives for cover, a chooh2 tank nearby gets hacked and explodes, killing him.
-gets out of the car and dives for cover, kicks the overloaded chooh2 tank away before it exploded, then get hacked with system collapse, passes out, V hides him inside a fridge, freezes and dies
-gets out of the car and shoots first, V tanks the bullets with chitin armor implant, proceed to blow batman’s face off with a Tactician. Batman dies.
-gets out of the car and shoots first, uses a bigger gun, wounds V, V uses blood pump and heals, V pulls out Tactician and blows batman’s face off anyways. he dies.
-gets out of the car and shoots first, uses a bigger gun, wounds V, V uses blood pump and heals, V pulls out Tactician , batman shoot the gun out of her hand, V pulls out sir john phallustiff and whacks batman to death with it.

Batman Beyond pretty much answers this. Bruce needed more advanced tech to compensate for his age, and by the time of the show the new Batman has access to gear that would feel right at home in Night City.

He’s Batman, he can definitely handle it.
I think he’d have a more difficult time with stealth in some areas. Night city is lit like a torch 24/7
