IDE specifications require hard drives to be preconfigured for the I/O bus they’ll be occupying. A single cable supports two drives, one in the first slot (master) and one in the second (slave). This is significant because the (primary) master is where the BIOS looks for the boot sector.
It’s also worth noting that the designation is set by a jumper on the hard drive, it doesn’t matter where they’re connected on the cable. The labeling here just follows the common convention of connecting the slave closer to the motherboard.
