This might have been used back in the days when 3D graphics cards were add-on cards (3Dfx Voodoo, Voodoo²). You would connect your existing 2D card to the VGA in port on the 3D card with this short cable and the monitor to the VGA out of the 3D card. As long as there was no 3D driver active, the 2D signal was simply passed thru. When the 3D card became active, its signal was sent to the monitor instead.
We used to fit these (or at least make to female versions) on the expensive monitors used in surgical suites. This was because we had an idiot surgical nurse plug a cable with a bent pin into a monitor and that bent pin broke the VGA socket on the monitor. They then plugged the same cable into 2 more monitors and broke both of them as well.
We decided to fit very short VGA (or DVI) cables into each monitor so if it happened again it would break the cheap cable, not the expensive colour graded monitor.

Reminds me of pass through cables for accelerators of yesteryear 🙂
these were used for accelerator cards where you needed a 2d graphics card too such as the early 3dfx cards. they would act as pass-through for the 2d video signal. yes, it did degrade the video quality.
