It’s just a random encounter that sometimes happens. Lore wise it could be a gang or corp trying to silence someone.
There are AT LEAST 3 of those cars rigged to blow in Night City. Here as shown, onein City Center near Arasaka memorial, another one north of Wellsprings (west-west Heywood) near marina…….

I saw this too, the only part that bothers me is that V doesn’t react and you can’t save or warn the person no matter what. I suppose that it really shouldn’t be beeping anyway.
