Well it somehow seems to be connected to the basement of “five” but I can’t confirm that in any way other than visuals when you finally leave near the end of the game.
No. It’s just stylistic change when you click on zombies.
Best I can give you is that the American government is interrogating the guy in the chair for any information he may have as he was sneaking around and found documents about element 115.
Then the zombies attack the pentagon and he’s left here to starve while a zombie hammers at the window.
