Not normal. But extremely convenient, back in the origins days we used to glitch out the panzer so he would stop harassing us. A new one wouldn’t spawn as long as he stayed alive.

Happens when you’re using the jump pads as he spawns in. He gets stuck and never bugs you again unless you kill him
