Do you have the picture of the newspaper too? That’s just as necessary.
For now though the piece of paper is 40 (39+1, 40+2, 42+3) 23 (just add 4 to each number) and it helps you get the name of the city between the different broadcasts (in this case Newark) and the newspaper highlights random letters that rearranged tell the name of another city, and you do the opposite and pick the number from the broadcasts, so you’ll have the two passwords
