2 different prestiges. First pic is your division and you can just press x to prestige. Second pic is for your soldier and you have to be level 55 to prestige
What you’re showing is the Division Prestige (which is the desk on the right of the screenshot) to go for Level Prestige, you need to be lvl55 with the XP bar maxed out
