“Self” governing. Actually mostly corporate governed.
In game it’s mentioned that the Western Corporate States (Pacific Confederation here) require a visa to work there, so that confirms that at least they are pretty much an entirely independent nation.
Until the Metal Wars the Western States were independent, but they’re more like vassal states in a forced federation now. Think akin to Belarus to Russia. I think the Pacific Federation is still mostly independent? And Night City is “independent”.
They kinda suck at it, but they try.
They’re considered independent nations, with no ties to the NUS. In reality they’re basically corpo states.

It’s complicated. The only true places 100% independent from the NUSA in the lower 48 are Texas and Night City. The rest are all in various stages of puppetry b
I’m curious about the color choices. I assume that the colors represent… something, but I don’t know what. Why is Texas red compared to the rest that are blue?
