Like, what exactly did he expect to be able to make 10 more Shenmue games to finish his story? It was a **certainty** that Shenmue 3 would not sell well. It was 100% sure that it would happen. The type of game that it is, for a niche base of players who played the first two, most of which are probably dads and busy with other stuff when Shenmue 3 came out. There was no way that it would make a lot of money.
So he knew, that with Shenmue 3, this was his unique chance to be able to bring some closure to the fans of Shenmue, and end the story.
And instead, he gives us a game where basically nothing significant happens until the very end, and even that really doesn’t amount to much.
What a joke.

Just play Yakuza (Or Like a Dragon)! It has everything you want in a Shenmue game, AND it’s also fun!
