A very long time ago I had Soviet Strike on Sega Saturn, that was many many moons ago, but I remember it being a super fun game to young me

Have you tried Brigador? It’s a similar playstyle but mechs instead of a helicopter. Think Future Cop: LAPD (itself meant to be part of the Strike series)

Holy triggered memory. I remember growing up there was a kid I was friends with, he usually came to my house but the handful of times we played at his he had this game. Man that makes me wanna play it. Could be colored by nostalgia but I remember it being a really good game
I still have Jungle Strike with all my passcodes. I always got so far in the game and had so much fun.
This was the very first SNES game I ever played, and the F-117 Stealth Fighter mission in Jungle Strike I thought was the coolest thing ever

Make it a Hades like rogue lite run based thing. Different helicopters have different starting weapons.
Be thankful they won’t revive it. They’d just fuck it up. And load it with micro transactions.
