This option only applies to local textures, meaning the ones that are already baked into the game files, not the ones that you download when turning on texture streaming. Normal means textures would just load as intended, while Low means it would reduce the texture quality being loaded in.
If it’s high quality textures you want, just set Texture Quality to High and let the on-demand streaming function do its job.
