Wasn’t one of the big points of 2.0 that all clothes are pure aesthetic now and that all defense and resistances come from perks. I don’t think any clothes grant any buffs anymore.
The chemical resistance is still there. I got a few masks with that stat.
I think the problem is that you’re not actually putting a gas mask on. You’re putting on a clothing simulator that gives your character the appearance of wearing a gas mask.
Likely a visual bug or game forgot to give it its ability. I still sometimes find items with mod slots

Same thing happened to me with one of the ocusets that give 15% ADS zoom or something. After completing a race mission, the 15% zoom effect was removed. I just went to a Clothing Store and bought a new one lol
