I just downloaded BO4 on my ps4 and I wanted to play zombies and it’s saying 49% installed. Am I supposed to wait? Or like how can I get it to install cuz it’s been on the same number.

Have you tried to restart the game? I suggest to let the game installing and after it is complete get back again.
