In the Alpha version of Cyberpunk, obese NPCs used it to move around, apparently being functional, a shame they removed it.
E2A: There’s a mod that adds an auto upgrade shop for the player with dozens of upgrades you can apply to your vehicles (my fully upgraded Delamain could easily go airborne and I was afraid to do the same with some of the sports cars). Getting the Rascal up to mid-high end motorcycle performance would be absolutely hilarious.
E2A2: that thing absolutely needs a big old NUSA flag flying off the back. Yee-Haw, chooms!

No, the fact you can’t drive those and gamble at a casino makes the game unplayable.

On PC you can use some mods to enable riding around on the street cleaners. Doesn’t work on these though.
