Imo Pernell has a shot for this. Dude was ready to systematically slaughter soldiers to fuel the APD and manipulated Dr. Hale way before he was even corrupted by 115.
The Warden and Maxis are probably the only other contenders I can think of for most evil humans in the series.

Pernell is definitely at the top. I think Nero also is pretty evil especially since he killed his wife for the insurance if I am remembering correctly. Hell all of the Shadows of Evil crew were sinners that cheated and were corrupt.
Haven’t seen much from the new Dark Aether Richtofen but with how Ava was made and what happened to Requiem after Cold War, Richtofen seems pretty evil.
Ultimis Richtofen was pretty evil too but that was only after he got corrupted by the MPD and then started his quest for world domination. But before that, he was a pretty swell guy who was trying to use 115 to better the human condition before Maxis started treating him like shit.
