When trying to unlock pap I open this box in beast mode but the fence stays so I can't grab the badge. Is there a way around this as it has happened twice?

No it’s not bugged, you’ll need to continue down the canal to the end where there’s a door that’s can only be entered through beast mode and you need to shock the meter inside it to open this gate.
There’s a shock box elsewhere in the canals that needs to be shocked in beast mode to remove the metal bars. It’s behind the mark of the beast
This happened to me too a couple weeks ago, really pissed me off, I was all set with lil’ arnies, shield & good guns, but it wouldn’t let me pick it up. I thought I was being stupid when I loaded up the next game & it worked like normal, but now I know it’s not just me.
