Well don’t use alcohol or ammonia cleaners.
I use Stoner’s Invisible Glass for most things. Apply to a microfiber cloth and scrub firmly, but gently. May take a few different attempts to get it all off, depending on what the material is.

Mix a bit of water and white vinegar (roughly 30/70 vinegar/water, but no need to be precise) spray it on a microfiber cloth, then wipe the monitor in circles to clean it, and dry using another clean cloth.
Just did this to an old monitor (not nearly as bad as this, but still a bunch of spots on it) and after a minute it looked brand new.
give some plan B to this monitor.
Water. Just water (damp cloth). No products that contain harsh chemicals like alcohol – that will ruin the screen.
Never use alcohol on the monitor display. Screen cleaner like Endust, and then wipe with a microfiber works good.
I use distilled water on a flat screen tv and it works great
Prescription eyewear cleaning kit. They’ll come with alcohol and ammonia free spritzer bottle with usually an ultra fine micro fiber cloth too. It’s designed to remove most oils and such dirt while also minimizing the chances of scratching your glasses, so it’ll be safe on your monitor
Use witch hazel
Never **ever** use rubbing alcohol on a monitor. You are damaging the monitor.

Alcohol based cleaners will ruin a plastic monitor screen.
Ecomoist screen cleaner will clean that right up. Alcohol and ammonia free as well. It’s the only screen cleaner I’ve used since I first found it.
I use lens wipes on mine.

Distilled water
Try Whoosh cleaning spray. Might help.
For all of my monitor needs, I grab some purified or distilled water. I put it in a 2 oz pump sprayer and add either one drop of Johnson & Johnson’s baby soap or approximately 1/2 teaspoon of Stoner’s Invisible Glass. Slightly shake the container then spray into the softer side of an extremely clean or never used microfiber cloth and use that to “polish” the screen. Basically clean using very slight pressure in a circular motion.
I use alcohol for general wipe down and have for many many years, but none of my screens have ever had an alcohol soluble coating. I think some laptops have a coating that can be damaged by it but don’t know any make or model off the top of my head.
Windex should only be used on glass. It will yellow certain plastic panels or worse over time.
The best thing I’ve found for removing actual grime and smudges is warm (I said _warm_, not _hot_) distilled water with a single drop of dish soap, with a fresh microfiber cloth. Distilled water alone is usually more than enough unless there’s considerable oils from fingers or my cat rubbing up on it.
Alcohol will ruin many computer displays. Never, ever use alcohol or other solvent. It can result in splotches or marks that appear like dirt but are really just accumulated damage.
Use water. Sprayed not on the screen, but into a cloth so that it doesn’t drip under the frame and into any electronics.
If you’ve already used solvents and the display is damaged, there’s nothing more to say. You can try applying a large matte screen protector; sometimes the glues and adhesives can fill in the gaps and damaged areas, providing a convincing illusion that it’s less damaged or undamaged.
You might get some luck with paper towels and water
I put mine in the dishwasher along with my mouse and keyboard.

Looks like to me that monitor is permanently damaged . To me that looks like you’ve actually damaged the coating.
