I set the power profile to 35 watts as this seems to be the upper limit to what provides any meaningful increase in performance but using open hardware monitor, the CPU seems to be maxing out around 25 watts which seems to be the upper limit of the CPU based on what I have found.
To keep this short, is there anything that I am missing with the software to potentially increase wattage to 30 or am I basically at the limit of the CPU for total power draw.
I'm not expecting a Ferrari or anything like that, just more messing around.
I do have 16GB of 3200 memory however using smokeless dedicated 4GB to vRAM

How are you changing TDP? This is almost always locked on mobile devices.
Edit: whoa! that’s awesome. ok-so the ideapad is going to have a pretty weak cooling solution. to make matters far worse they almost always suffer from insufficient paste/pumpout over time. This severely limits the heatsinks ability to absorb heat.
30W is a reasonable goal. I would do this but run hwinfo64 in the backround and note temps/loads. Plan for the worst and set fan curves as aggressive. If you’re going to beat on it that is.
Do you have a way to recover? CMOS batt?
I don’t think you can overclock with smokeless , you can unlock the boost TDP (25w) and it can remain there unless thermal throttled, you can do ram timings and etc etc, but since it’s an actual AMD made menu, it wont allow you to boost TDP or clocks beyond the chips range.
Someone correct me if I’m wrong.
Also, there is a risk of hard bricking your laptop by changing voltage settings, be very careful.
