Minimum is 600W, he’s lying. Sure recommended is 700W, doesn’t matter that’s just playing it extra safe.
Do you have basically any i3/i5 or ryzen 3/5? Then the psu would never be an issue. MAYBE with like an i9 would it pose an issue.

My rx5700xt works great with a 650w psu, this wattage its enough and under low load can work with less
650w is enough… i have an 5700xt, with a benchmark run for max performance (not normal power limits, but 50% higher) with an overclocked 3900x and 8 hard disks i am below 650w… even below 550w… the 5700xt needs 225w at max, 150w for peak cpu and 100w for the bit the rest of the system needs and you look at 475w max… so a good 500w psu would even work…
It doesn’t matter. Using less power than recommended is never going to hurt the gpu.

Say that you borrowed a 1000w psu from a friend and the issue persists. If he’s gonna play it like this then so should you. Don’t let him create a plausible narrative that it’s your fault.
It sells the seller is disputing because the GPU was returned with physical damage — is that right, you already returned it and the seller says it’s now damaged?
From my experience a working gpu will boot even if it doesn’t have enough power.
I had a 5700xt and a 650w or 750w evga psu and it didn’t handle the transient spikes but it booted.
I literally run a 6800 with a 650 psu, I don’t know about how Malaysian shoppee handle refund but just try to take it to shoppee customer service and explain your case as best as you can, if your gpu includes a manual try to see the recommended Psu wattage and use it as an proof for your case

Just fight it, you are not in the wrong here, classic asshole seller blaming on psu, amd said minimum is 600w, its gonna be fine because most of the time shopee tend to side on the customer more, just put amd spec there and also if you have your old gpu just give them proof that your system running fine with other gpu
5700xt can run with a good 550w psu, get your refund
Yes, he is trying to scam you, because there’s no 5700-XT that needs a 700W power supply, unless you’re using a CPU that’s drawing over 400W by itself, which you’re not, the 5700-XT rarely exceeds 250W by itself. AMD only ever recommended a 550~600W PSU for the 5700-XT, and that was with the most power hungry desktop CPUs of the time.

Depending on your hardware, you could power it with far less than a 650W PSU, even 500W with the proper connectors would work fine with a lower end CPU like the Ryzen 5 3600.
I used my 5700 XT for 4 years with 550W without problems. So that can not be the problem.

Send that link to him. The minimum is 600w. Not 700w. And the “minimum” includes overhead for CPU and peripherals. The GPU itself only uses 225W at 100% maximum power.
Nah this is bullshit. Even if the psu was too weak, it would probably work and then when you open something that pushed the GPU hard like a game the psu would turn off due to overload.

Tell them you replaced the psu with a 1000w unit and it still doesn’t work, meaning you received the item in a non-functional state. A 700w requirement on a GPU doesn’t mean that it draws 700w or that it needs 700w to function at all, if just may not function to it’s full capability. The 700w requirement is assuming that you have other components that are power hungry. Most gous will not pull more than 450watts, since each PCIe connector is rated at 150w, so a GPU that uses 3 connectors will usually max out at 450. The other wattage is based on you cpu and any attached drives or expansion cards.
If it’s still under review you should screenshots of the recommend psu wattage from the manufacturer.
Anybody with any sort of computer knowledge knows this whole situation is complete bullshit. You don’t need a 700 watt PSU to run a GPU. That’s not how this shit works at all.
You picking to say you didn’t see the 700 watt requirement is completely irrelevant. You’re getting taken for a ride here.
if you can post on reddit you can google the minimum and recommended PSU for that GPU.
A quality 650W PSU is more than enough for a 5700xt. In fact depending on the rest of your system and if you had high quality PSU, even a 500W would do the job.
Hell a GT1030 will tell you need a 400w PSU even though any half-decent quality 200w is fine.
The recommended PSU is usually to account for people using lower quality supplies.
The only way the PSU might be to blame if it’s a very low quality 650w unit, a lot of that stuff can’t hit close to the rated wattage without crapping out.
So far whoever is looking at those replies will just side with the seller because it looks like you’re in the “wrong” and have admitted as such even though you’re not (unless your PSU is low quality)
