Great Sea wasn’t a living ocean ecosystem they could use for food. Only thing really living in it are the talking fish and monsters. So unless the Zora wanted to sustain themselves on those sparse takings, being able to easily move between islands was as good an idea for survival as the Kokori turning into the Koroks that can fly between islands and their home.
