Prerendered will be fact never be worse looking than real time rendering no matter how powerful graphics processing gets. The fact that it uses the same technologies but have unlimited time to render a frame makes it impossible for real time to over take it. If we end up with quantum computers that have nearly unlimited speed the prerendered stuff will at least look identical to real time.

Pillars of Eternity 2 does it even better. There are some incredible looking environments in that game.

Many games have pre-rendered sky textures, would that count as a pre-rendered background?

As an old fuck, I love pre rendered games. The many, many point and click games I played in my youth had some amazing backgrounds and exploring them really sparked the imagination.
