It is normal, however you can use app like CRU (Custom resolution utility) and create specific resolutions with custom refresh rate. This could fix it

Do we really need to worry about the potential that an additional “0.04” hz has? Heck, 60hz to 75hz is hard to notice for many. 60hz to 120hz or to 144hz is noticeable, but that’s more than double the original refresh rate (and still, some don’t even notice this as much).

239.96 is good, you’ll still be able to play, but it’s not quite 240 Hz.
It’s completely fine. In fact when you select 60Hz it’s likely your monitor is actually running at 59.94Hz
Yeah, I have dual 144hz monitors and one says it’s like 143.7 and the other is 144.8.
You could try going on CRU to manually edit your refresh rate but I doubt it would make a difference
